“Frankly, I don’t always understand Dick,” a Missoula alderman recently commented on one of his outspoken peers, Ward 5 City Council member Dick Haines. Some of us do, even though we disagree with his policies from time to time. A veteran legislator on the state level, Haines preaches a Montana-brand of government restraint—willingly, often and bluntly. His candid disclosures make this paper almost as regularly as Haines himself makes Missoula’s liberal establishment squirm.
